Avolve Expands AI for Community Infrastructure Delivery, Grounded in GIS and Two Decades of Public Agency Data
Avolve, the leading provider of electronic plan review software, today announces an expansion of its applied AI portfolio for public agencies, trained on more than two decades of permissioned plan review data from the 350+ jurisdictions it serves. Rather than a single assistant, it puts purpose-built agents across the infrastructure delivery lifecycle, from checking an application prior to submission to surfacing what changed on resubmission to reading what a drawing set contains.
Avolve AI advances ProjectDox and DigEplan, the market-leading solutions reviewers already use, and is powered by Esri ArcGIS® and built on Microsoft technology.
Unlike solutions that apply AI to isolated steps in the development lifecycle, Avolve applies it to the authoritative record of what a community reviews, approves, and ultimately builds. Only Avolve brings review, AI, and spatial intelligence together in a single platform to help agencies turn plans into places with more informed decision-making.
This expansion addresses a growing challenge for public agencies that are balancing tighter review windows and rising volumes while experienced reviewers retire. Avolve AI is purpose-built for public infrastructure rather than adapted from generic tools, multiplying the expertise agencies already have so reviewers can spend their time on judgment.
“The value of AI depends on the quality and trustworthiness of the data behind it,” said Becky Tamashasky, Chief Executive Officer of Avolve. “The real opportunity is applied AI grounded in permissioned, validated, real-world data and deep domain expertise. Our goal is not to take people out of the process, but to let technology handle more repetitive work so public-sector professionals can spend more time applying judgment, solving problems, and serving their communities.”
Avolve AI Orchestrates Community Infrastructure Delivery
Avolve's AI became commercially available with Avolve AI Submit, which flags common submission errors before an application enters review, thereby cutting resubmissions and returning reviewer time to complex judgment calls. The expanded portfolio now extends that approach with purpose-built agents across three audiences.
For applicants, Avolve AI Readiness. A public-facing experience that checks whether a project is ready before it reaches reviewers, bringing Avolve AI Submit together with building code and zoning validation, and over time helping applicants find suitable locations and answer questions about codes, zoning, and GIS.
For reviewers, Avolve AI Review. Advanced capabilities built into the ProjectDox and DigEplan workflows reviewers already use, including Avolve AI Companion for questions about building codes and GIS data, change detection between resubmissions, object counting, and checks against adopted codes and local zoning.
For GIS teams, Avolve AI with GIS. New AI capabilities are coming, designed to help GIS teams connect spatial context, development activity, and community infrastructure data.
Together, these keep one authoritative record moving forward, so the work of readiness and review is not rebuilt at every handoff.
These additions build on Avolve’s approach to AI: augmenting human expertise rather than replacing it. By increasing user capacity, improving transparency, and surfacing actionable insights, Avolve AI helps professionals do their jobs more effectively while keeping human judgment central in every decision.
Avolve Data: A Trusted Foundation
Avolve's relationship with the International Code Council (ICC) provides a trusted foundation for Avolve AI. Code checking begins with state-adopted ICC codes, which cover roughly 90 percent of what agencies enforce, allowing models to arrive already trained rather than requiring extensive setup at each agency. Customers avoid the cost and time of training models and can begin using AI capabilities sooner. As Avolve AI continues to mature, support will expand to agencies' own local code books.
Avolve delivers purpose-built AI grounded in authoritative code, 20 years of permissioned public agency data, and real-world workflows. This foundation is part of Avolve’s broader innovation strategy across AI, GIS, mobility, and insights. By connecting people, processes, information, and decisions, Avolve helps agencies cut through the complexity that can slow infrastructure delivery and preserves one authoritative record from review and approval into downstream operations.
